PROF. ADEKUNLE WRIGTE, SAYS RMAFC IS WORKING TO MEET THE EXPECTATIONS OF THREE ARMS OF GOVERNMENT

A Federal Commissioner at the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Prof.LAGOS GOVT FEDERAL COMMISSIONER, REVENUE Adekunle Wright, a Federal Commissioner has said the ongoing sensitization and awareness campaign going on in the 36 states of the federation and the Federal Capital Territory (FCT) is purely to meet the expectations of the Nigerians particularly the three arms of the government.

The Commission has also eulogized the the governor of Lagos State, His Excellency, Babajide Olusola Sanwo-Olu for the great performance he is putting in Lagos State within the short period he has put as governor of the state.

The Professor made this known at the opening of the ongoing sensitization programme of Revenue Mobilization Allocation and Fiscal Commission (RMAFC) opening session going since Monday 16th August, 2021 HOLDI in Lagos.

According to him, Its a rare privilege for me to be here today for this National assignment for the SENSITIZATION of stakehokers on the topical issue of the renew of existing revenue allocation formula that has been in operation over a long pened of time.

While commending the Lagos State Governor, he said, “First, I want to thank our dear Mr Governor, Mr Babajide Olusola Sanwo-Olu for the warm reception accorded my team from the Revenue Mobilisation allocation and Fiscal Commission, Abuja. Let me use this opportunity also to congratulate and commend Mr Governor for the giant strides in Governance of Lagos State”.

Trying to educate more on the role of the Commission, the Federal Commissioner said: “Mr Governor, distinguished ladies and gentlemen, as you are fully aware that revenue allocation from the Federation Account is a specific Constitutional mandate of the Commission RMAFC Specifcally, Part 1, Paragraph 32(b) of the Third Schedule to the 1999 Constitution of the Federation (as Amended}, empower the Commission “to review from time to time, the Revenue Allocation Formula and principles in operation to ensure conformity with changing realities provided that any REVENUE Formula which had been accepted by an Act of the National Assembly shall remain in force for a period of not less than five years from the date of commencement of the Act”

Still taking about the commission and the reason for such sensitization which is going on at a time when the Constitution of Federal Republic of Nigeria is also undergoing a review, the Commissioner added: “In compliance with the foregoing Constitutional provision and in view of changing socio-economc and political dynamics of the Nation, the Commission has been prompted and compelled to commence full scale engagement of representatives of various Stakeholders and the people nation-wide, in the process of fashioning a new revenue allocation formula for the country. Over the years there have been crying needs and stiffed agitation by many Nigerians for renew of the subsisting Revenue Sharing Formula, it is therefore worthy of note that the imperatives of the review cannot be over emphasized in order to fulfi| the collective aspirations of Nigerians for sustainable development.

“Consequently, the sensitization exercise has been designed to enlist the interests of Stakeholders through interactions at various levels inorder to get informed and make useful inputs that can provide workable template to assist the Commission with its task of evolving and bequeathing to the Nation a fair, just and equitable new revenue sharing formula”

The Commissioner pleaded for support from the state government esspecailly, among the three arms of Government.
“Thus, | am soliciting for positive contribu tions at the interactive sessions and through your written memoranda”.

He said: “I wish to reiterate that the Commission is greatly desirous to provide within the shortest time possible, a generally acceptable new Revenue Sharing Formula that will meet the yearnings and expectations of the three-trers of Government and which will benefit the citizenry. Iam glad to say that the mpressive response shows the importance the State attaches to the programme.

“On this note, | thank our dynamic Mr Governor, once again for being part of this
programme Distinguished Ladies and Gentlemen, you are all welcome to the interactive Session,” the Commissioner concluded.

Meanwhile, Engr. Elias Mbam, the Chairman of the Commission on his own gave reasons for sensitization programme.

According to Engr. Elias Mbam, who is also the Chairman of the Commission, the programme is to create awareness among the citizens across the federation.

He said: “Your Excellency, as you are aware, the Commission is empowered by virtue of Paragraph 32(b) of Part 1 to the Third Schedule of the 1999 Constitution (as amended) to “review from time to time the Revenue Allocation Formula and principles In operation to ensure conformity with changing realities, provided that any Revenue Formula which has been accepted by an Act of the National Assembly shall remain in force for a period of not less than five years from the date of commencement of the Act”.

Engr. Elias Mbam,fnse, fica, the entire exercise is Pursuant to the foregoing sensitization and awareness campaign embarked upon by the commission to make the public come to the understanding of how the agency operates and how funds are allocated by the Commission.

The Chairman who spoke at the ongoing sensitization programme put together by the Commission in Lagos State, siad the Commission has commenced the process of reviewing the subsisting Revenue Allocation Formula. In view of the sensitive Nature, the Socio-economic and Security implications and the desire to bequeathing an acceptable, equitable and fair Revenue Allocation Formula for the country, the Commission as part of its strategy, has adopted a modality for wider consultation nationwide with majer stakeholders (the Executive, the State Legislature, the Judiciary, Organised Labour, Civil Societies, etc} by embarking on @ Nationwide Sensitization of the 36 States and FCT on the review process.

He further added that: “The objective of the programme is to interact and obtain useful inputs from
the participating Stakeholders, In this regard, a team of five (5) officers headed by the Federal Commissioner representing your State at the Commission and four (4) other members of Staff have been assigned for the exercise In your State. The team 1s expected to be in your State fram 16%” 20″ August, 2021″.
